Almost a quarter of fixed connections now have a speed of 1 Gbps or higher. Mobile data usage is also growing again after a period of stagnation. That is according to the ACM’s Telecommonitor for the second quarter of 2026.

For the first time, the Autoriteit Consument & Markt (ACM), the Dutch consumer and competition regulator, has included more detailed figures on internet speeds in the ACM Telecommonitor for the second quarter. The regulator now distinguishes four segments: 30 to 100 Mbps, 100 to 300 Mbps, 300 to 1,000 Mbps and 1 Gbps or higher. The shift towards faster subscriptions is not new in itself, but the new classification gives a clearer picture of how subscriptions are distributed across the segments.

Distribution across speed segments

At 46 per cent, the largest share of subscriptions falls into the 100 to 300 Mbps category. Just over 21 per cent are in the 300 to 1,000 Mbps segment and 24.9 per cent have a bandwidth of 1 Gbps or more. These last two categories saw the strongest growth compared with the previous quarter.

The ACM describes this growth as striking. Earlier research by the regulator found that 50 to 100 Mbps is sufficient for many households, but that online speed recommendations and upselling often lead consumers to take out higher speeds. The ACM therefore advises consumers to consider critically whether a fast subscription is really necessary. Telecoms providers are obliged to inform customers properly about their internet subscription every year and when their contract expires. To clarify this obligation, the ACM recently published draft policy rules.

Mobile data usage at record level

After several months of stagnation, mobile data usage rose by 4.7 per cent in the second quarter to 856 million GB. This puts usage well above the previous record of 829 million GB set in the fourth quarter of 2025. The number of SIM cards in devices grew by 3.8 per cent to 22.1 million.

The number of call minutes continues to decline. Mobile callers accounted for a combined 7.7 billion minutes, compared with 7.9 billion in the first quarter. For fixed telephony, the number of call minutes fell from 0.86 billion to 0.80 billion. The number of fixed telephony connections also continued to decline, to 3.63 million.

Fibre continues to grow

New in this edition is the category of completed connections (homes connected). These are connections running all the way into the meter cupboard, allowing households to take up fibre services easily. This figure stands at 6.69 million, an increase of 1.8 per cent. The number of connections up to the property boundary (homes passed) rose by 1.4 per cent to 9.18 million. The number of fibre connections actually in use grew by 1.6 per cent to 3.75 million.

The familiar trend therefore continues: fibre is gaining share at the expense of copper (xDSL), while the number of cable connections remains stable. There is still a considerable gap between completed and actively used fibre connections: of the 6.69 million connections into the meter cupboard, just over half are in use.

About the Telecommonitor

The ACM publishes the Telecommonitor every quarter to map trends in the telecoms sector. The largest players in the sector periodically submit data, which the regulator verifies. The figures can be consulted in an interactive dashboard with data going back to 2013.

The full report can be read via the ACM Telecommonitor.

Almost a quarter of internet connections in the Netherlands now run at 1 Gbps or higher.
